CHINESE SALES TRENDS FOR APRIL 30, 2016

Domain Shane Domain Shane: It is easy to think that 7N.com is dead, but there was a feeding frenzy at Godaddy a couple of days ago.  Something like 200 7N.coms that ended in 888 expired.  Every one of them was taken regardless of 4’s and 0’s. Most of the names without 4’s and 0’s sold for between $100 and $200 – some over $200.  There were so many of them that some snuck through without a bid and could be nabbed for $11 as a closeout.  Here are the 181 that were bought via auction:

CHINESE SALES TRENDS FOR APRIL 30, 2016

Update on Top 10 Sales from a Year Ago: QUA.com, XHF.com, RandPaul.com, More

Listed below are updates to the top 10 domain sales from a year ago, as ranked by DN Journal.

1. QUA.com sold for $459,000

This was picked up by Chinese company Qunar, which is publicly traded and has a market cap over $5 billion. They’re working on a travel portal, “Qua.com is a sub-brand of Qunar.com targeting international market. Qunar is popular Chinese travel search site which aims at helping travelers to find travel products and information.” The site has an Alexa rank near 650,000.

QUA

2. Amra.com sold for $127,500

A big upgrade from Amra-Music.com, although identical sites are live at each domain. “AMRA is the first of its kind — a global digital music collection society, built on technology and trust. AMRA is designed to maximize value for songwriters and publishers in today’s digital age, while providing the highest level of transparency and efficiency.”

Amra

3. RandPaul.com sold for $100,980

This sale got a few headlines when it was announced. The former presidential candidate now has his site geared back towards Kentucky, vs the nation as a whole. This site is the traffic leader for the week, with its Alexa rank near 225,000.

RandPaul

4. BSH.com sold for $100,000

No site resolves, and the owner is under privacy protection.

5. Daikuan.cn sold for $84,750

No site resolves.

6. ATF.com sold for $75,000

Google Translate is tough on this Chinese language site, but it appears that a type of music site, or even a specific artist’s site, is live. Alexa rank near 13 million.

ATF

7. Historia.com sold for $60,000

You can see the placeholder below, which has been live for nearly the full year. Alexa rank near 4.8 million.

Historia

Update on Top 10 Sales from a Year Ago: QUA.com, XHF.com, RandPaul.com, More

Short and Exact Match are the Keys

An Hui Hua Mi Xin Xi Ke Ji You Xian Gong Si (安徽华米信息科技有限公司) was formed in 2013 between Xiaomi and an electronic company. Like many Internet startups in China, the company banked on new technologies and quickly made its presence felt in the wearable market.

It powers Xiaomi’s popular M Bands fitness tracker and already has an office in Silicon Valley. With new product line Amazfit wearable and large amount of capital injection, the company is aiming to be No 1 in wearable devices in the world.

Now, let’s look at some names. The company’s trading name is Hua Mi Ke Ji (华米科技), which is taken from its legal name (see the parts in bold in “An Hui Hua Mi Xin Xi Ke Ji You Xian Gong Si”).

The company’s marketing material suggests the name is going even shorter: Hua Mi (华米). This is in line with the popular naming convention of double-pin names in China.

The company’s corporate site used to be Huami-inc.com, but they managed to acquire Huami.com some time ago and Huami.com is the company’s new corporate site. (Huami-inc.com is now a job openings site for the company.) Look at how the company name has evolved.

An Hui Hua Mi Xin Xi Ke Ji You Xian Gong Si => Hua Mi Ke Ji => Hua Mi => HM?

Now that they own Huami.com, will they continue and acquire the ultimate prize of HM.com? I won’t be surprised if it happens, because Chinese companies are willing to spend a fortune for a nice 门面 (literally meaning door and face). They see domain name as the door to their corporate world.

This shows Chinese companies act in the same way as those in the US and the rest of the world. They all want short .com domain name matching their company name. If you own a short .com name, it’s worth the effort to do research and see if it’s part of the name of a rising star in China’s corporate world.

Got Chips? BQDN.com has a $600,000 dollar budget for your LLLL .com domains

There’s a lot of controversy surrounding domain Chips and while fortunes have been made, fortunes have or will be lost riding the wave. Chinese domain investors are always hungry for more, however, so the market is still open to investments. Experienced domain brokers, such as James Booth of BQDN.com aren’t worried, and have the budget […]

JUX .com : Formerly stolen domain has been reclaimed

The formerly stolen domain, JUX.com, has been returned to its legitimate owner, entrepreneur Mr. Chris Mismash. JUX.com was moved away from GoDaddy in February, without its owner’s authorization. Such domain theft incidents can take several weeks to resolve, and in this case the cybercriminal was a Chinese national, who moved it to the HiChina Registrar. […]

HHL.net Sold for $3,222; HeartAndSolar.com for $2,700… – Some recent domain sales reports to help get you motivated.

LLLL .com Pronounceable Wanted – Double check your portfolio for one of these.

DSAD.com: Domain Shane’s Daily List of Domains at Auction for Saturday, April 30th

Escrow.com

The JV daily List

I’ve done it, I have hijacked the daily list. These are names that I think have some kind of value. I usually pick names that I instantly imagine as a business or a brand, but my imagination runs wild so make your own evaluation.  I’ll also pick names that I think have  mind share and could be used for many things.

I was going to do the recap IMG_2289after this, but I may just do a double tomorrow since it’s now 02:00.

Shane is running a half marathon tomorrow,  wish him luck and hope the leg holds up.

AddHemp.com These days you can add hemp to anything and make it better, that’s what it seems like anyway

BrandAny.com Brand anything, or Brandany as in a made up brandable for brandables

BringHere.com I like phrases or parts of phrases that we use everyday. This isn’t a name that an immediate use comes clearly to mind, but right away I can think of industries that it would work well in like delivery. I know what it means and can remember it easily.

ClassHub.com  A site for homework or project collaboration, reunions, online school bulletin board.

CoughDefense.com Tired of coughing all over the place? Get Cough Defense today. Could be a new cough drop, or a bag you put over your head when you cough, better yet a bag you put over someone else’s head when they cough all over you.

CustomVapes.com, CustomVaporizer.com, CustomVaporizers.com I like these names, vape/vaping was the word of the year 2 years ago. Still a growing industry with a hardcore fan base. Lots of customization and modes being built.

DancingFun.com While I don’t always like the ing in a domain name, sometimes it helps paint a better picture of what might me happening with the brand or site. Dancing fun seems more active to me, right away I picture people dancing, while dance fun makes me think it might be a game or a music or whatever else.

EliminateCable.com Everyone complains about the cable company, mainly because there are limited choices readily availble. The easiest thing to do is to have your cable provider hook up the cable. They have a monopoly on your area you can’t just pick another cable company. There are so many other options like satellite and streaming but there’s usually other steps involved or certain limitations like lack of local programs. I can see this name being used as a leadgen or affiliate site for all the other non cable options.

GatherSoon.com Gather feels like a warm cuddly word, do it sooner rather than later.

ItEndsToday.com This is a great call to action name, but I’m not sure what happens on day 2. The headline would read, it didn’t happen yesterday let’s try and end it today. Day 3 Damn it people! It was supposed to end 2 days ago!

JustPeek.com A little glimpse, just a taste of something awesome.

KnockedUpVegan.com Shane says that any Vegan domain will sell. Can we move this one?

LiveInAssistant.com Who doesn’t want a live in assistant? This would be a great service, I give you a room to stay in and you assist me.

LivingCure.com The first thing I think of is bone marrow donors, but it could be something to do with eating veggies, organic foods rather than processed crap.

MightWatch.com An app where you highlight all the things you might watch.

MightyLike.com I think it sounds cool, as in I am mighty like hear me roar, or that was so cool I give it a big mighty like.

NameInnovators.com  A group of nerds huddled around computers just finding names all day. Wait, I know these people.

NewFence.com If you install fences you might not have the money to buy fence.com. Why not New Fence? Or  it could be some new tech, maybe a new virtual fence.

NightVisor.com  a good name for night vision or any product that helps you see better at night.

PhotoImager.com Maybe redundant, but you get the idea.

PrettyStrong.com  Strong is good, pretty strong is good too, I mean it’s better than weak.

Puello.com a last name.

Razot.com no idea what it is, but it’s short and I can say it.

ResortSmart.com Guide to resorts, Resort the Smart way resortsmart.com. Or ResortsMart.com where you buy and sell resorts.

SidewalkProphet.com This one is interesting, I saw it and immediately imagined the dude standing on the sidewalk preaching to anyone that would listen. I think it could be a good opinion blog.

SlimSupplement.com We know what these things do.

TinyDepot.com  an online store for doll house furniture.

TopVaporizers.com If you’re selling these Top is a positive word to have in there.

TutorGenie.com You rub the bottle the genie comes out and teaches you whatever you want to know.

Utours.com Personalized tours of whatever it is you want to tour.

YouDigital.com A name that works for numerous things these days.

Zetly.com 5 Letters

beaz.com, idxr.com, klir.com, olvf.com, ophx.com, pwdx.com, vzec.com

LLLL.com’s for today

112543.com, 112765.com, 123765.com, 200150.com, 594545.com, 602003.com, 626566.com, 788864.com, 832988.com, 837988.com, 973988.com, 976388.com, 992618.com

6n’s going today. Look at some of the recent sales on 4.cn patterns with 4’s and 0’s getting good prices as well as sequence. 543, 123

gr77.com, gw22.com

A couple of double numbers

01119.com, 1923.info, 8880539.com

A few other numbers that I like.

There’s a decent list of .biz names today, that make sense with the .biz

AutoLoan.biz
HomeRepair.biz
Now.biz
Santa.biz
Sculptures.biz
Tours.biz
Washer.biz

Some org’s that make sense to me,

BeSimple.org Find the simple life
Fantasize.org Use your imagination
LostPuppy.org I don’t know if you could sell this name, but I like it as org’s go.

Special Domain Shane ONLY Coupon…….. CODE IS DDCDS2015 Good 30% off Discount Domain Club to get the lowest renewal prices Godaddy offers (DDC)

Lenses.io   There are eye doctors that sell glasses in every town, sunglasses are everywhere too. Someone will want this name over their current JimBobsEyeExamandEyeWearStore.com

FOR OTHER GREAT NAMES FOR SALE MAKE SURE TO VISIT CAX.COM

3332.info Lot’s of 3’s in there, 3, 3’s in fact

FreeGameTips.com  Lots of people looking for an edge with sports-books, or fantasy sports, and they don’t want to pay for it. Give them the tips for free and sell the leads. I bet these types of leads pay well.

NonVegan.com   Let’s test this theory out. Here’s a name that says dairy isn’t rape and I’m proud to make a website that says that. Lets all eat meat and drink milk everyone, because we’re non vegan. Drinking milk and eating meat together is non-kosher too.

UNHX.com Un HX or non HX

Salami.org The future name of the site dedicated to cure sausage. It is also non vegan

Slander.org Use this name to slander your enemy’s through text, I’m joking you’d have to have audio clips on the site. Or it could be a site that walks people through the steps of taking legal action if they are slandered. They grabs the lead somehow.

Broil.net   A site dedicated to the art of the broil, the net is important in this one, as the site is only about broiled food caught in a net. Making it a “span the dot” domain. Delicious broiled shrimp, scallops, crawfish, and whatever else you can catch and broil.

FFFZ.com triple repeater with the Z sounds like Fizz with the emphasis on the F

DGIB.com Do Good in Bed?

GUMD.com Gumd, a site dedicated to those with no teeth. How to’s and videos on gumming all your food.

WAMD.com We Are Missing Dad, Will Anyone Mind Dirt, Why Are Mango’s Disgusting? Lots of uses

866399.com  I look at these like poker hands, 2 pair with the 8 kicker

82062.com the 0 is right smack in the middle, it acts like a hinge.

628188.com 88 at the end is a good thing.

Have a name at auction and need more exposure? Send me an email. I Charge $10 per name per day. We may be able to help. If you have an auction you want to promote, email us for details.*All names chosen by me, Shane . (ie you click through and purchase a name you like) or an occasional paid listing. Everything I say is based on my own research or is opinion. Do your own due diligence. That means look it up yourself if you don’t think the stats or my opinion is correct. I hand choose my names but I am paid to make this list by both the auction houses, individuals that are auctioning names, and Godaddy affiliate links. Keep that in mind and only buy names that YOU think are good

This Sexist Job Listing Actually Appeared On LinkedIn

Attention, working women: The 1950s are back — at least in the description of one LinkedIn job listing

The post, advertising an opening for a Content Writer & SEO Specialist for custom web design company Vistra Inet, listed skills one might imagine would be required for such a position: “Writing talent,” “Computer knowledge,” “Knowledge of social media,” “Superior organizational abilities,” “Ability to work independently and in coordination with a team,” etc.

But at the bottom of the post, there was one curious sentence: “Please note that the Position requires filling in the responsibilities of a receptionist, so female candidates are preferred.” (See a screenshot of the post, which has since been removed, below, as tweeted by Business Insider’s Caroline Moss.)

For some silly reason we assumed skills had no gender, and that in 2015 companies would realize that! Guess it was just wishful thinking.

Perhaps Vistra Inet needs a reminder that both men and women can be receptionists — or doctors or therapists or lawyers or hair stylists or anything else.

The Huffington Post has reached out to Vistra Inet for comment.

Recent Domain Sales That Have Been Developed (pics): SocialChain.com, Esteras.com, Avexis.com, More

The screenshots below are examples of buyers of domains from the last few months that have either developed their sites, or purchased an upgrade domain and have redirected their acquisition to an existing website.

Verity.org sold for $16,500 at Sedo, and the domain was needed as part of a hospital system renaming. Previously named “Daughters of Charity Health System”, Verity Health System was created in December of last year after a hospital system sale. They operate six hospitals in California.

Verity

Avexis.com sold for $10,000 at Sedo, and the domain is the home of a biotech company, and it’s an upgrade from AvexisBio.com. “Our biotech company is passionately committed to moving gene therapies into the clinical setting for patients and families devastated by rare and orphan neurological genetic diseases.”

Avexis

SocialChain.com sold for $9,985 at Sedo, and the domain is an upgrade from SocialChain.co, a marketing and advertising company. “At Social Chain, we don’t believe in traditional marketing, we believe in disruptive, internet – breaking influencer marketing.”

SocialChain

NRG.co.za sold for $7,975 at Sedo, and the domain is an additional name for the folks behind NRG.com. They’re currently redirecting the domain to their Africa page, NRG.com/renew/international/africa/. “NRG is the leading integrated power company in the U.S.” The company is publicly traded and has a market cap over $4 billion.

Bilmo.com sold for $7,900 at Sedo, and the buyers are the company behind BillMo.com, so they picked up a potential typo. “At BillMo we believe that cashless payments and financial transactions are essential for personal economic progress, particularly for individuals who primarily live in a cash economy. Our mission is to bring the opportunity and freedom of cashless financial services to the millions of Mexican Smartphone users whose spending remains primarily, or entirely, cash-based.”

Esteras.com sold for $6,360 at Sedo, and the domain is an upgrade from Esteras.de, which is where the .com is currently redirected. They appear to be a company focused on making and selling planters.

Tigers add former NaJin e-mFire jungler Peanut

Korean League of Legends team Tigers (formerly KOO Tigers) are adding a young jungler to their arsenal for the 2016 season, following a strong run and second place finish at the 2015 World Championship.

Former NaJin e-mFire substitute jungler, 17-year-old Yoon “Peanut” Wang-ho, will be joining the Tigers squad, sources close to the player tell the Daily Dot. It is unknown if the Korean team will add another jungler to their lineupsimilar to their two-jungler system this yearor if Yoon Wang-ho will serve as the squads solo jungler in 2016.

He fills the role left vacant by previous junglers Lee Hojin Ho-jin and Kim Wisdom Tae-wan, who both departed after the team lost to SBENU Sonicboom in the 2015 KeSPA Cup on Nov. 7. Lee Ho-jin ultimately retired from the competitive scene, while Kim Tae-wans next move has yet to be announced.

The remainder of the Tigers roster consists of their 2015 Worlds lineup. Star player and top laner Song “Smeb” Kyung-ho, staple mid laner Lee KurO Seo-haeng, and talented duo Kim PraY Jong-in and Kang GorillA Beom-hyeon in the bottom lane.

In addition to finding a new jungler, Tigers are also searching for a new sponsorsomething they hope to do by the first week of January, according to sources close to the team.

After returning from Worlds in November, the team parted ways with its title sponsor KOO (formerly streaming company KooTV), following alleged disputes. That was the third sponsorship the team had in 2015, previously working with Chinese streaming platform HUYA, and GE Entertainment earlier in the year.

The acquisition of Yoon Wang-ho comes after his former team, NaJin e-mFire, disbanded last month, as reported by Korean news site Fomos. All of its players and coaching staff departed by Dec. 1, leaving it as the only team in League Champions Korea without a single member. What will happen to the team and its spot is currently uncertain.

Now Yoon Wang-ho must prove that he deserves to be on a team with some of Koreas top players. Given his lack of competitive experience, this task may prove to be difficult.

Tigers management have yet to respond to a request for comment.

Internet Governance in Transition: The ITU as a Battleground for Rival Visions

CircleID CircleID: This article was co-authored by Ambassador Gross (chair of Wiley Rein’s International & Internet Practice), Carl R. Frank, Umair Javed, and Sara M. Baxenberg (members of Wiley Rein’s Telecom, Media & Technology Practice).

During the past few years, the International Telecommunication Union (ITU) has been a battleground where governments promote rival visions of how the Internet should be governed. Although there has been a recent cease-fire as Internet governance debates have focused more on the role of ICANN, those skirmishes may soon restart at the ITU. Indeed, Internet-related issues already are moving from the periphery of discussions in the ITU’s Telecommunication Standardization Sector (ITU-T) to the top of the agenda at many ITU-T study group meetings. These discussions likely will culminate at the upcoming World Telecommunication Standardization Assembly (WTSA-16) — another significant meeting that will probably help to shape the ITU’s future role and activities regarding Internet-related public policy.

As a result, businesses and others in the communications, Internet, and related industries would be wise to monitor carefully the domestic and international preparations by governments leading up to WTSA-16. In essence, developments at WTSA-16 could have important and potentially harmful consequences for companies and others that might find themselves subject to new ITU oversight or even regulatory burdens.

What’s at Stake

There has been considerable controversy in recent years over the ITU’s role in Internet governance. Debates have been dominated by two factions with fundamentally different views. Some governments, such as the United States, those in Europe, Japan, and others, support a role for all stakeholders in Internet governance and have pressed for a multistakeholder approach that enjoins national governments to participate in Internet governance issues on equal footing with the private sector, civil society, and academia. Other governments, including China, Russia, and many from the Middle East, support a more robust role for governments in Internet governance and have favored multilateral or intergovernmental arrangements, where states are the primary actors in policy discussions administered by the ITU. Indeed, at a recent meeting in April, foreign ministers of Russia, China, and India agreed on “the need to internationalize Internet governance and to enhance in this regard the role of [the ITU].”

A few years ago, these debates came to a head at the World Conference on International Telecommunications (WCIT-12), a treaty conference that reviewed an important 1988 international telecommunications treaty, the International Telecommunication Regulations (ITRs). WCIT-12 saw a number of proposals from governments favoring multilateral mechanisms and expanded legal authority of the ITU regarding a variety of Internet-related matters. Because of fundamental disputes over the appropriate role of the ITU regarding the Internet, for the first time in the ITU’s 150-year history, a significant number of countries (including the United States and most of Europe) affirmatively declined to sign the revised treaty.

More recently, however, at the 2014 Plenipotentiary Conference held in Busan, South Korea (PP-14), governments decided to avoid fundamental changes to the ITU’s jurisdiction and instead appeared to embrace a more multistakeholder approach to Internet policymaking. Plenipotentiary Conferences, held every four years, are treaty conferences that set the ITU’s general policies and revise key legal texts of the ITU, including the Constitution and Convention. Despite calls from some governments to incorporate new ITU provisions to oversee Internet issues related to domain name governance, cybersecurity, privacy, data protection, and content, governments ultimately decided not to make such changes at that meeting. In fact, governments agreed to withdraw proposals, previously endorsed by Russia, China, Saudi Arabia, and others, aimed at providing the ITU with legal authority to coordinate global policies related to Internet governance.

Importantly, and little noticed at the time, decisions at PP-14 nevertheless subtly but materially broadened Internet-related work at the ITU in other, potentially significant ways. These changes were accomplished through several Resolutions adopted at Busan, reflecting a strategic shift on the part of some governments that significant changes can be made merely by the adoption of Resolutions (which drive the ITU’s agenda for a four-year cycle and beyond), rather than the more controversial process of changing the ITU’s jurisdiction by amending the Constitution and Convention. Notably, many of the new or amended PP-14 Resolutions refocused the ITU’s work beyond telecommunications and into more problematic areas such as Internet content and applications, cybersecurity, and Internet policy, among others. The impact of these series of Internet-related Resolutions now is reflected in ITU-T study groups and in the preparatory process for WTSA-16.

The Expanding Role of ITU-T Study Groups

ITU-T is one of three sectors of the ITU, the others being the Radiocommunication Sector (ITU-R) and the Development Sector (ITU-D). The ITU-T’s primary function is to develop and coordinate voluntary international standards, known as ITU-T Recommendations, covering international telecommunications. The ITU-T’s work primarily is carried out by technical study groups. These study groups address a wide variety of Internet-related technical and economic issues, including transmission protocols, cybersecurity, cloud computing, and the terms of interconnection agreements.

Technical decisions in these areas can have far-reaching economic and social consequences, altering the balance of power between competing businesses or countries and potentially constraining the freedom of users. What is more, the Internet-related PP-14 Resolutions illustrate how standards can be, in essence, politics and policymaking by other means. The increased attention paid by governments to the work of ITU-T study groups should trouble affected businesses as well as others and encourage them to understand the deeper meaning beneath the technical nuts and bolts at the ITU.

Three study groups, discussed below, are particularly notable for their increased focus on Internet regulation and Internet governance. Led by governments that prefer to address such issues via multilateral public policymaking, the activities of these groups are moving further into what many think more properly is the arena of multistakeholder governance.

Study Group 3 – Economic and Policy Issues. Historically, SG3 focused on traditional telecommunications economic issues such as international tariffing, roaming, and resale. More recently, SG3 refocused on a series of topics related to the Internet, particularly over-the-top (OTT) services, “charging and accounting/settlement mechanisms,” and “relevant aspects of IP peering.” For example, newly adopted text that could become a Recommendation encourages governments to develop measures to strike an “effective balance” between OTT communications services and traditional communications services, in order to ensure a “level playing field” (e.g., with respect to licensing, pricing and charging, universal service, quality of service, security and data protection, interconnection and interoperability, legal interception, taxation, and consumer protection). Plainly, SG3 is pushing the ITU even more into Internet-related policy and technical matters.

Study Group 17 – Security. SG17 coordinates security-related work; cybersecurity and spam are high on its agenda. Cybersecurity is proving to be a dominant issue throughout the ITU, and related, contentious debates are finding a new home in SG17. Some of the work of SG17 arguably involves fundamental and important foreign policy and national security issues that appear to fall outside the ITU’s remit, such as cybercrime. In addition, SG17 increasingly is focusing on the security of applications and services for Internet of Things (IoT), smart grid, cloud computing, and the protection of personally identifiable information. Each of these activities potentially sets a precedent for an expanded ITU role in these issues going forward.

Study Group 20 – IoT and Its Applications Including Smart Cities and Communities. SG20 was created in 2015 over the objections of some governments, including the United States. Those objections were based upon the concern that the focus of SG20 — namely, the development of international standards for the coordinated development of IoT technologies, including M2M communications and ubiquitous sensor networks — either was unnecessary or was allotted elsewhere. Nevertheless, SG20’s activities seemingly have centered on the attempted standardization of end-to-end architectures for IoT and mechanisms for the interoperability of IoT applications and datasets. Some governments and many others have expressed concern that recent expansions of the ITU’s work agenda on IoT runs parallel to, and potentially impedes the effectiveness of, existing global standardization efforts primarily driven by the private sector through a variety of other standards development organizations.

Businesses and others may find it worthwhile to monitor the activities of these various ITU-T study groups — they effectively may set the international regulatory environment for many aspects of the Internet and new technologies. Indeed, although study group outcomes theoretically are voluntary, the ITU-T study groups’ work often is converted directly into domestic law in many countries, or could become international “norms,” or even treaties, and thus mandatory standards.

WTSA-16 and the Future of ITU-T

WTSA is a “once every four year” ITU conference that sets the mission of each ITU-T study group until the next conference. WTSA-16 is scheduled to be held in Tunisia from October 25 to November 3, 2016. WTSA-16 decisions will be important because, among other things, they will determine the scope of the ITU’s impact on the Internet-related issues discussed above.

Governments and particularly private sector companies and others that participate are expected to address a number of Internet public policy-related issues. These include the OTT, cybersecurity, and IoT issues now being discussed in study groups 3, 17, and 20, respectively. In fact, governments may submit proposals for new work on these issues, further solidifying an expanded role for the ITU going forward. Other governments are expected to offer proposals to restructure or even eliminate some of the study groups. Governments and others also likely will discuss other Internet-related issues at WTSA-16, including:

ITRs. One of the outcome Resolutions from PP-14 calls for review of the ITRs every eight years. That Resolution requires formation of an Expert Group on the ITRs in early 2017, comprised of governments and other private sector members of the ITU to initiate review. WTSA-16 could become one of the first testing grounds for another WCIT.

Internet Resolutions. Many existing ITU resolutions regarding Internet Protocol-based networks and the ITU’s role regarding international Internet public policy issues — especially pertaining to the management of Internet resources — will be important topics of discussion at WTSA-16. In addition, WTSA-16 likely will address issues associated with strengthening the role of the ITU in building confidence and security in the use of ICTs, and the role of governments in the management of internationalized domain names.

The preparatory process for WTSA-16 already has begun. Over the next few months, study groups will hold their final meetings and they will draft new questions for the next four years as well as specific recommendations for approval, modification, or deletion by governments. Regional telecommunication organizations, including APT, the Arab States, CEPT, CIS, and CITEL, are holding preparatory meetings to prepare regional positions on the issues that will be discussed at WTSA and to develop common regional proposals. Although formal decision-making at WTSA-16 will be limited to governments, the private sector and others can have a material impact both directly and through their national delegations.

DomainTools 101: I found this creepy domain, now what?

By Steve Butt, Sales Engineer

Part 1 of a series of blog posts to help you be more effective in your investigations

One of the many things criminals will do is buy up or register domains that have been allowed to expire. Many times companies will close shop and allow the domains they owned to expire. In these instances, nefarious individuals will pick up those domains and re-register them. This is mostly done so that they can benefit from the goodwill of the company that let them expire.

Here’s a great report from SpiderLabs that covers an example of such techniques used to spread malvertising. In the article, SpiderLabs does a great job of showing how a threat actor was able to take over ownership of the expired domain, and to use that domain to begin spreading malware via a malvertising campaign.

What More Can I Learn from DomainTools Whois History?

From Whois History, you’ll be able to discover changes in ownership, the exact date a domain went behind privacy protection, and changes in resources used by the domain. For example, you can find that this domain was allowed to expire and was then picked up by a new actor. Using DomainTools Iris, you can also leverage the details (i.e. name servers, MX servers, IP address, Google Analytics code etc.) to pivot out and find other connected infrastructure and domains. This allows you to find all of the connected domains and infrastructure used by an actor.
Iris 101_1

Doing Reverse Whois inside of Iris

From the domain mentioned in the report we can find that brentsmedia[.]com is registered currently by pastaxof[@]mail[.]ru. When you pivot out on this email, you uncover other domains registered with that email address.

Iris 101_2

  1. Mediavimarsh[.]com

  2. Postsmedia[.]com

Of the three domains registered to this actor, we learn that two of the domains have a Risk Score of 100, meaning that they are already on an existing blacklist of bad domains and it’s clear this guy is up to no good. More about this in my next post.

One of those domains also has another email address that is revealed as part of the DNS records. 123dwivedi[@]gmail[.]com that allows us to pivot out to yet another domain sanjaydwivedi[.]com

But the point of Iris is not to go down as many rabbit holes as possible, although that can be fun if you have the time. Most SOC and IR professionals don’t have time on their side. This is why the speed at which Iris can uncover connected resources is so valuable, allowing security teams to take action on the full actor footprint more quickly and effectively. Down the road Iris will have built-in enrichment functions, making your work even more efficient.

In our next post of this series, you’ll learn how to use DomainTools Iris to get ahead of the criminals by discovering all of the domains owned by them and proactively blocking them from accessing your network, more about risk score/reputation engine, and other interesting pivots to uncover badness.

Puerto Ricans Are Fleeing The Island"s Economic Woes

Tens of thousands of Puerto Ricans fled the island in 2015, as Puerto Rico faces an ongoing economic crisis that Congress has failed to address.

The island’s population shrunk by nearly 61,000 people from July 2014 to July 2015, mostly due to migration, according to estimates released by the Census Bureau last month. Departures from Puerto Rico have increased as jobs have become scarce, and the government has cut back on salaries, benefits and services in order to make payments on its $70 billion in debt.

In fact, Puerto Rico has seen its population decline every year from 2006 through 2015, according to the Census Bureau. The total drop: 9.1 percent over the last decade. No U.S. state has suffered greater population loss over a 10-year span since World War II (though Washington, D.C., has faced larger declines over three such spans).

The last time a U.S. state’s population plunged by more than 1 percent in a single year, as Puerto Rico’s has done for the last five, was when Louisiana lost 6 percent of its population in the aftermath of Hurricane Katrina in 2005, The Wall Street Journal reports.

“Even states that have aging populations like Iowa see some growth in their populations over time,” said Jens Manuel Krogstad of the Pew Research Center. “That just tells you how unusual the migration patterns we’re seeing in Puerto Rico are.”

The island’s economy has contracted for a decade. By November of last year, Puerto Rico’s unemployment rate stood at 12.5 percent, according to the Bureau of Labor Statistics — more than double the mainland rate of 5 percent. The poverty rate showed an even greater gap, with 45 percent of the island’s residents living under the federal poverty line, compared to 16 percent on the mainland.

“People are leaving for economic opportunity,” Krogstad said. “So a lot of the people who are leaving are of working age, which exacerbates the economic problems on the island even more. They’re losing workers, and they’re also losing their school-age children to the U.S. mainland. There’s been a steep decline in Puerto Rico’s schools over the last decade.”

The tanking economy has also discouraged people from having children, Krogstad said. In 2013, the fertility rate for Puerto Rican-born women living on the island stood at 1.3 — down from 1.9 a decade earlier. By contrast, Puerto Rican-born women living on the mainland had a fertility rate of 2.1 in 2013.

The number of people of Puerto Rican birth or descent living on the U.S. mainland surpassed the number living on the island sometime between 2000 and 2006, according to the Pew Research Center.

On Monday, the Puerto Rican government was set to default on a portion of debt payments that came due Jan. 1. Gov. Alejandro García Padilla had been saying since this past summer that the island government lacked the money to pay its debt. He asked that Congress pass legislation allowing the island’s municipalities and public corporations to reorganize their debt under Chapter 9 of the U.S. bankruptcy code.

Municipalities and public corporations in all 50 states have access to Chapter 9 relief, but Puerto Rico, a U.S. commonwealth, is excluded. The island’s lone, non-voting representative in Congress, Resident Commissioner Pedro Pierluisi, offered such a bill early last year, but it failed to gain traction.
